I think he might be talking about a culture that many black people subcribe to and he is talking about the harm it is doing. You've just hit upon a major reason corporations want to take their jobs overseas. Outside the US they are not FORCED to hire a certain number of this or that race. Also, they are always at risk for getting sued in our courts because someone feels slighted and they blame it on skin tone preference. Pepsi just lost millions with this.
