Actually, they have to due to OSP.
Whenever a train moves from a stationary position, it has to sound its horn.

I saw it happen once at Tempe station as some old lady had the door closed on her and she (I dunno why) was asking the driver (with his window open) to open the doors but the driver ignored then blasted the horn scaring the shit out of her!!!

@transit2203 no, they have to honk.
i have had the privilage to driving a few cityrail trains
they honk the horn to alert people, birds ect that the train is on its way off the track.
