Yo just need to have the EOD right shoulder, EVA left shoulder, EVA helmet, Scout chest peice, and a primary color of white, with brown as your secondary. Oh, the third color should be white too, and I haven't played Halo 3 in a while, so I might be wrong about the Left shoulder, I just can't remember all the armour.

There is a stone plug in the middle of the map. Go into forge and pull it out.
