The parents had 2 CHOICES:

1. SIT AROUND AND DO NOTHING TO HELP THE GIRL

2. GO TO THE HOSPITAL AND GET HELP

The parents chose to sit around and DO NOTHING, this is neglecting the childs wellbeing.
