It does scream fishy to me too, but b/c the guy who announced it is Dennis Blair, the Nat'l Intelligence Director that picked pro-China, pro-Iran, anti-Israel ex-Saudi ambassador for Chairman of the Nat'l Intelligence Council who'd have been over our national intelligence estimates. I hope this isn't used as excuse for Obama people to pass the National Bank Infrastructure Act sponsored by Muslim Keith Ellison & a bunch of dhimmis, or an excuse to fast-track Obama's civilian nat'l security force
