If I had to guess, I'd say Basil was likely raised around dogs. A family friend of mine has a cat that sits on command. She learned to do it by watching when the dogs were being taught to sit.

my cat does that too. But i love how Basil goes around the chair first. My cat does not sit on comand very cool.
