those "cutouts" are holes for a metal stand I believe was packed with the Game Gear. With that, you could set your Game Gear on a table if you're sitting down or whatever. The Game Gear Power Battery also has a metal stand, from what I hear.
That "accessory plug" happens to be the EXT. port on the Game Gear, where you could connect one end of a Sega Game Gear Vs. Cable and plug the other end into a friend's Game Gear's EXT. port. Only games carrying a VS icon on their packaging (in Japan) or a "Gear-to-Gear" indicator (overseas) are compatible with the cable, such as "Columns", "Sonic Drift", and "Dr. Robotnik's Mean Bean Machine", among others.
i had one. back in the day this was THE mobile gaming hardware to beat! it may have been a little bigger but it was a lot more powerful than the original gameboy!
