It wasn't always members only with those level caps to this very day, the level cap didn't happen until November 4th, 2009. Accounts before the date get no level cap and free to level up 20. (I am one of those players) They did this because nobody was buying membership or a new approach.

Wizard 101 = can get REALLY boring after a while

Runes of Magic = its near the best game, wonderful graphics and fun game play (its free)
