He's been in the senate too long so hesitates to change his stance on security, surely. That is not how it works, unfortunately. Not only do voters not have the foresight to know all the issues candidates will have to address during their mandate, voters cannot know if a given candidate would buckle under political or lobby pressure, nor do voters have legal recourse on campaign promises.
