No, you do not have to have health insurance to get a permit.  In fact, having health insurance will do nothing for you unless the doc recommending it to you is one covered by your insurance. In this case, it will only help once a year when you renew your application.

Dispensaries don't take insurance either. I've heard some people talk about deducting the cost of their medicine on their taxes, but I have never done that.

Yes, you need to be a registered medical marijuana patient in Colorado to go to any of the dispensaries in the state.
