Den Papierdrachen bekommst Du aus dem WoW Trading Card Game (TCG). Dort gibt es je Serie 3 verchiedene Lootkarten mit Ingamecontent. Die restlichen gehören wirklich zum Kartenspiel. Auf eBay kannst Du die Lootkarte vermutlich direkt zum Kauf finden. Auf der Karte ist ein Code, den Zu zuerst in einem Servercode umwandeln musst und dann in Booty Bay gegen den Gegenstand einlösen.

There is a WOW card game from Upper Deck. Each series has some "loot cards" with a scratch part on it. There will be a long number. On a special WOW Webpage you then can request you ingame item and get them in BootyBay.
To get one of the loot cards you must be lucky to have one in a booster pack or you buy one on an online auction house (search for "WOW loot card").
