This was in reply to a request for a system that does not send mails out at all. Therefore, no bounces :) Effectively, you should deregister all modules for sending, forwarding, and email tickets. This would create a pure telephone system.
Won't you be getting emails bounced back? This doesn't seem to be a good solution.
What I would like to see is an option such as in Request Tracker were you have a check box to give you the option of sending a response to a customer.
