They load it by hand because the whole process cost millions of dollars, how can a line pay for it self in a short time if there putting out the cable in the sea it get's stuck and breaks. They then have to spend time and money to repair that cable costing more and taking longer for the line to pay for it self in the end. It's a preventive measure/step in a very costly process. They purposely DON'T use automated spooling for this reason. This also seems to be the inside of "Cable One".
Design fail! Clearly the engineer who came up with this solution should have kept his job flipping burgers. Needs to be automated and designed with an appropriately sized storage area.
You are welcome to try & design a better mousetrap!!! Many people have tried over a long time to automate or mechanise this operation, without success.
