what makes you think that reincarnation is an orderly replacement of passed souls? Reincarnation occurs when a soul is ready to come back to earth..it could be 5 years or 50. A soul does not wait until a person dies to jump into the flesh in order to keep population on an even schedule. You come back when you are ready. Plus..new souls are created just as souls decide not to come back again.
