@Nickp5954 you need ask the seller to refund back, if the seller has refund policy. If the seller didn't deliver his product / service as promised then you could open a dispute in paypal.
from my main paypal account i tried to refund for a transaction and my paypal bank shows 0 balance, in this case how will i connect the paypal bank to credit card! so that anytime i should be able to refund for any transactions and even the bank is Zero automatically it should get amount from the credit card.

@allensebastian just add your credit card details to paypal, that shoudl fix the problem. Access your paypal, go to profile. Add credit card.

Use the following steps to issue refund. You can issue refund within 60 days of receiving payment.
Log into your PayPal account
Click the History subtab.
Find the purchase payment you would like to refund and click Details.
Click the Refund Payment link.
Enter the refund amount and click Submit.
Confirm the amount and click Submit.
