He's Barry Hobart (aka: Dr Creep) who did his late night "Shock Theater"...later "Saturday Night Dead" on WKEF-TV in Dayton in the 1970s. His familiar "Hoooo-ha-ha-ha-ha" laugh originated in 1969 as the introduction to the Saturday afternoon B-movie predicessor "Science Shock Theater." The character evolved by 1971.
