I COULD be wrong, but judging from the fuzzy video, I think this Camera is a Sony Handycam HDR-FX7.

As far as finding it cheap? The only website I know of that I think has good deals is cnet... Just don't be surprised if the Camera is near the two-thousand dollar mark.

Handheld come out very shaky on the move. Check out the Cam Caddie to help stabilize your shot and get something smooth. It's pretty damned affordable and effective.

When the Wachowski brothers introduced this in the Matrix, it was done with many still cameras placed 360 degrees around the subject. It is commonly known as "Bullet Time" (Wikipedia has a pretty good explanation of how it works). We are aware of no cheap alternative to getting this. You can get an effect somewhat similar to it by removing & manipulating objects from the background in something like After Effect (check out the end of this: youtube.com/watch?v=Z9yj14dNvk­Q).
