I don't know if they do this in new york, but in some metro areas, the pedestrian traffic lights make a buzzing sound for the blind. It could be a malfunction with the lights. I think 9/11 is shady, but I don't think the sounds have any real significance unless you find the same sound somewhere eslse. this is excellent video though.

that is definitely the noise coming from the firefighters devices...they are meant to help other firefighters find them in the chance that are trapped in a burning building but here obviously being used to be located admist the dust and debris....you can clearly tell that the noise gets louder whenever the camera gets closer to a firefighter
