I can, actually. It's supposed to be a joke about the animation trends of the Soviet Union, where instead of being mindless they were usually rather harsh and depicted situations in a very adult way, except characters were usually animals, and these cartoons were usually accompanied by very string-heavy, serious music. Usually the good characters (worker) triumph over the greedy (parasite). Sometime in this cartoon you see parasite try to get ahead of worker in the line for rations.

I miss the days when the Simpsons were good. They should have pulled the plug when Conan O'Brien left the writing team in my opinion. It's steadily gotten worse ever since and it's really awful these days. I never gave a damn when the movie came out because the show had sucked for so long before that. Same thing happened to Ren and Stimpy when John K was sacked from his own creation. It went from really clever to just fart and booger jokes. Sad thing is, too many people can't tell the difference

They completely miss the mood of the old Hanna-Barbera / Fred Quimby T&J shorts, almost to the point of being disturbing. When I saw my first Gene Deitch-directed Tom and Jerry cartoon as a kid, it gave me nightmares - it was like third world Tom and Jerry. So Krusty's "what the hell was that?" sums up most people's reaction to the Deitch T&J cartoons.
