The overwhelming public support for the government's position in spite of all the legal gobbledygook the Arroyo camp has presented, shows you that their strategy of casting Arroyo as someone who is downtrodden is not working. In fact, it is boomeranging on them. If there's anyone who is being unconstitutional, it is the "Magic 8" (Arroyo appointees) in the Supreme Court!
