For the astronauts of the Apollo missions to find water would have been a far more difficult feat at the time. It's hard to imagine that those missions took place almost 40 years ago. The equipment and planning they were using would be considered suicidal today,a mission like that would never get the go ahead. Each team that landed on the moon had limited supplies of oxygen,food,fuel & therefore time. Add to that the very small number of actual missions to the moon = Limited Exploration.
the water is invisible on the surface and they don't exactly want to spend lots on multiple missions. They could extract as much as possible. Like see some of our own discoveries

The theory is that an asteroid hit the earth at some point and a chunk broke off into what is called "the moon" today. You can look it up for yourself. So i'm not surprised that a former part of earth has traces of H2O on it.

ok i'm back - it was a bbc documentary in association with discovery channel that I saw this: they explain that proto-earth was hit by a massive body of mars. Massive chunk of earth broke off, the smaller chunk formed its own gravity and started orbiting around the larger earth. This hypothesis is also the current prevailing hypothesis apart from another hypotheses out there. And again, I just gave a summary.

It makes sense that scans of a large surface area can uncover stuff that was not found at the few pinpoints on the moon map that people have been at.
Mythbusters had an episode about moon myths, and in the last 3-4 minutes of the show it was shown that there IS something man-made still on the moon. Some kind of reflector that bounces light back to the light source regardless of the angle.
I don't buy the Capricorn One movie scenario at all... those guys went to the moon. Man were they nuts!
Moon is not your backyard that you can send a couple ppl and think that they will figure out it has water. discovery of water was possible because of a surface scanner sent by NASA thru indian launch vehicle. Also, Indian satellite took photographs of the moon landing and ISRO is going to release them after analysis. So, All you conspiracy theorist can STFU.
