There are so many legacy STARs in the middle Mississippi River region, or whatever that region is called that includes Missouri, Illinois, and Iowa. There's a 4000 in Kirksville which is in the same general area as Quincy and also a 4000 near Springfield, Illinois.

I've never seen a civil emergency crawl on any STAR system. At least, not until now.

this is rare after all the years having the WSXL for Belleville, IL, I never seen the CIVIL EMERGENCY MESSAGE crawl I don't even see this crawl on the St. Louis Intellistar.
