There are 2 layers. If you plan ahead and create your background first (before adding any frames) on the BG layer, then it will propagate throughout whatever frames you create on the FG layer. Zat make sense?
BTW, if you go and decide to make a BG after you already animated on the FG layer, then you have to manually copy and paste each of the BG frames, from what I remember...
