It's called goober and it's made by Smucker's...it's been out for years and probably inspired this sketch...the peanut butter is to dry and the jelly spoils first, just like the disclaimer about the mayonnaise. It's a novelty that's a lot worse than it sounds.
It's not so much the product as the rediculous premise. Like those tupperware organizer commercials where they show a cupboard in the kind of mess only an idiot couldn't fix.
