If the bulb is sealed, what oxygen is in the bulb simply burns a little bit of carbon off, depleting all the oxygen in the bulb. After that it's pretty much an inert atmosphere.

If you wanted to really go all out, you could pump dry nitrogen in it. That's what they do with high intensity arc lamps.

I think the one I use are 0.5 mm they are very thin one, easy to break.

That is way I use pennys to hold it and pile more pennies also I make sure the money touch the wires too to the batteries.

12 volts should be plenty. Note that a car battery has too high a current and will cause the lead to explode. A common counter to this problem is to use a resistor going into the bulb.

I also noticed that the length of lead also show the limit of voltage required to get white light (same brightness as Halogen lamp)while diameter of pen also show limit of amperage used to heat up. So, use 0.5mm dia. pencil lead - it will work better.
