This is a normal thing to do. Peggy Lee for example did the voices of four characters in Lady and the Tramp.

The reason they chose Phil Harris alot was because the studio (after Walt's death) were too lazy to hire other voic actors, so they looked at the Jungle Book which was Walt's last movie and took the voice actors, animation, etc. and reused it. Without Walt who was probably the only person who took animation seriously, the studio just thought everything was too much work.

Nothing special. It's natural, a production house use their contracted inhouse actors to do a job they are supposed to do. in this case, VOICE ACTING.
Of course disney hired the same actors (i.e.: Sterling Halloway, Verna Felton, Eleanor Audley, Barbara Luddy)when your a voice actor, guess you just gotta get as much work outta a studio as possible...

Of course they are going to use the same voice actors often. For many reasons, too.
1. They have worked with them before and they know that they are pleasant to work with.
2. Their voices fit the characters well. Disney seems to be pretty good with this.
3. They know the people already, so they can probably negotiate with them more easily. Less work for both Disney and the actors.
4. They might even have contracts with Disney.
Personally I'd like to see- er, HEAR more of Tony Jay (Frollo)!
