I think I heard about you working for the census some how. I forget what I heard but your name is definetly familiar. You're right though. At first we were told that someone was going to always be watching to make sure that we didnt commit fraud. But really they never gave a damn about us and everyone figured that out and did exactly that. You either committed fraud or they hounded you unless you made at least 8 hours a day.

First of all everyone's training was not handled this way. Second of all there are sooooooo many jobs that are handled this way or some way close. If we didn't have it to spend it wouldn't be given out. Also it's not like the ppl working for the census don't pay taxes.

I get job offers at least one time per week and employers admire my ethics. A person can only retain a fraction of what they learn each day. @twinidee right, when he talks about multiple time sheets and says "each day," he is referring to the first day of training. i agree, if you are paid an hourly wage you should get paid for a full day, even if you are only scheduled 6. i know on some days when i am only scheduled 6 hours, and accomplish what i need to leave 2 hours early, i definitely deserve to be paid for those other 2 hours. and for my lunch on top of that.
I too was hired as an enumerator in CO and have witnessed first hand the same payroll fraud. I have seen crew leaders tell employees to sit at a coffee house, just sitting there chit chatting, in order to get their 40 hours for the week. It sickens me and no supervisors are willing to do anything about it. When I brought my concerns up the chain of command all i was told is they will look into this and don't rock the boat.

Anyway, as you can imagine there was NO planning, NO management and of course they incented the "employees" with "piece" work. So you know what happened of course, each "temporary cash for clunker employee" handled a claim from a dealer, rejected it so it would come back again and they would get paid again!

This "fraud" happens with every single job out there. There is not one person that I you or I know at work that works the straight 8 hours. It just doesn't happen....sometimes you just aren't busy. Your boss may decide to send you home early maybe not. If employers just kept you around enough to do the job, you would get 2-3 hours less pay everyday
If I got caught fraudulently modifying my timecard and stealing time..I would be fired in a heartbeat and I have over 20 years with my employer. When you get a few more years of age and experience under your belt and get a "civilian" job after your enlistment, you'll find out what I'm talking about.

My point is to clarify further is that whether you are a Local police officer, work at BK, or even employ yourself you will not be working your full shift straight. Typical "investigative" reporting. Gather some ethics before your next story!

Apparently not all regions are the same. I'm an enumerator and at no time were we instructed by anyone to pad our hours. And not everyone is earning more than $18/hour. There are dishonest workers in every job, but generalizing like that is unfair and just plain inaccurate.
Also, we were instructed to be meticulous in tracking mileage. If we changed our route to go by the coffee stand while working, we were told to not count the mile or whatever distance it was to the coffee stand from out assigned route. I know there is corruption and laziness in any job field, but I wanted to state clearly that not every census Crew Leader is as casual about the time sheets as the ones in this video. In our area we have been held to a very strict standard on our paperwork.
I am just finishing working as an enumerator for the census bureau and I had a very different experience than the person in this video. My training classes also varied in length depending on the day and how much work we needed to get in. But we were very clearly instructed to fill out time sheets for the EXACT times we worked, and we were not paid for lunch. Our unpaid lunches were exactly 60 minutes and we were spoken to if late coming back.

I work for the census in south Florida and I can say we were not told to write in hours we did not work, we filled ours out individually based on when we left for work and when we got home. In training almost everyone was very close since it's close to home. The census is strict and tight about overtime, and they have productivity goals. This is why government jobs do not work. The crew leader,instructors,payroll supervisor, and regional supervisor are all getting paid with tax dollars. They are not physically losing money for overpaying workers, therefore they do not care. The private sector is the only place where there is motivation to work, to ecxcel, and ultimatley grow.

This was not what happened in our training class, we wrote down what we worked, we're not all out to rip off uncle sam, just trying to feed our families.

This is so silly. It is common practice when people are in training to be paid a full 8 hour day regardless of how much you work so you get a full paycheck since you are just starting the job.
Unlike James most people actually do have to work for a living and don't have the Republican party sending them money to tape people with a hidden camera.

I think I heard about you working for the census some how. I forget what I heard but your name is definetly familiar. You're right though. At first we were told that someone was going to always be watching to make sure that we didnt commit fraud. But really they never gave a damn about us and everyone figured that out and did exactly that. You either committed fraud or they hounded you unless you made at least 8 hours a day.

You dismiss that they are paying you for travel time to get to and from the training. Anyway, the census needs to be done, per the constitution, and if you really want to complain about these temp workers being paid an extra $20 bucks, consider how much more of your tax payer dollars it would cost to investigate and check up on everyone. You probably actually wasted more than 4 hours of the governments time by making this dumb video.

the maker of this video also fails to note that the Census pays employees for TRAVEL TIME. So, for instance, if an employee has to leave their house at 8:30 to get to training at 9, then they write 8:30 on their time sheet, and so on. He completely leaves that important piece of information.

From 4 until 5 he should pay attention to his work ethic and do homework to make himself a better census taker. He is asking for it and I can assure you he will be noted as a troublemaker. First of all everyone's training was not handled this way. Second of all there are sooooooo many jobs that are handled this way or some way close. If we didn't have it to spend it wouldn't be given out. Also it's not like the ppl working for the census don't pay taxes.

Finally the census crew leaders do so much over time going above and beyond working hours they will NOT BE PAID FOR so that measly two hours u ended up paid for was worked by someone, so the pot they pull from for pay evens out. How about all the days that they HAVE to, not want to but have to revisit ppls homes to get the questionnaires that hav yet to be filled out, filled out. Had some very rude responses to my comments...This is training and typical. I've was called a lazy welfare thief...Not so, I've retired from private sector at age 49 because I work smart and saved. I get job offers at least one time per week and employers admire my ethics. A person can only retain a fraction of what they learn each day. It's not fair to penalize the new employee by cutting their hours because they can't retain more. RESEARCH before criticizing-that's journalism 101.

It's funny how easily the point of this video seems to be missed. O'Keefe is basically just pointing out that this same government bureacracy, so rife with inefficiency & prone to lax oversight is the same government that we DO NOT want running about 55% of the U.S. economy (i.e., G.E., buying up companies who are "too big to fail" and taking over health care).
His buddy, Andrew Breitbard, from Media Matters has said as much & that this is the object of the video/investigation.

2) Capitalism is awful because it leads to economic dominance of the majority by a small rich minority, and being exploitive is capitalisms nature, by definition. Hundreds of millions of chinese are being lifted out of poverty because they are being supported by powers which are exploitive themselves(not necessary exploitive of the chinese)

@twinidee right, when he talks about multiple time sheets and says "each day," he is referring to the first day of training. i agree, if you are paid an hourly wage you should get paid for a full day, even if you are only scheduled 6. i know on some days when i am only scheduled 6 hours, and accomplish what i need to leave 2 hours early, i definitely deserve to be paid for those other 2 hours. and for my lunch on top of that.

I too was hired as an enumerator in CO and have witnessed first hand the same payroll fraud. I have seen crew leaders tell employees to sit at a coffee house, just sitting there chit chatting, in order to get their 40 hours for the week. It sickens me and no supervisors are willing to do anything about it. When I brought my concerns up the chain of command all i was told is they will look into this and don't rock the boat.

Anyway, as you can imagine there was NO planning, NO management and of course they incented the "employees" with "piece" work. This "fraud" happens with every single job out there. There is not one person that I you or I know at work that works the straight 8 hours. It just doesn't happen....sometimes you just aren't busy. Your boss may decide to send you home early maybe not. If employers just kept you around enough to do the job, you would get 2-3 hours less pay everyday

My point is to clarify further is that whether you are a Local police officer, work at BK, or even employ yourself you will not be working your full shift straight. I am just an enumerator getting paid 11.50 an hour (as we all get paid different amounts based on the competitive wage of the area), but if you saw the ENTIRE training you would have heard that you are paid FROM THE MOMENT YOU LEAVE YOUR HOME UNTIL THE MOMENT YOU GET HOME. Apparently not all regions are the same. I'm an enumerator and at no time were we instructed by anyone to pad our hours. And not everyone is earning more than $18/hour. There are dishonest workers in every job, but generalizing like that is unfair and just plain inaccurate.

Also, we were instructed to be meticulous in tracking mileage. If we changed our route to go by the coffee stand while working, we were told to not count the mile or whatever distance it was to the coffee stand from out assigned route. I know there is corruption and laziness in any job field, but I wanted to state clearly that not every census Crew Leader is as casual about the time sheets as the ones in this video. In our area we have been held to a very strict standard on our paperwork.

I am just finishing working as an enumerator for the census bureau and I had a very different experience than the person in this video. My training classes also varied in length depending on the day and how much work we needed to get in. But we were very clearly instructed to fill out time sheets for the EXACT times we worked, and we were not paid for lunch. Our unpaid lunches were exactly 60 minutes and we were spoken to if late coming back.

I work for the census in south Florida and I can say we were not told to write in hours we did not work, we filled ours out individually based on when we left for work and when we got home. In training almost everyone was very close since it's close to home. The census is strict and tight about overtime, and they have productivity goals. And you missed the entire part where training is usually a flat pay rate. Also homework you are typically paid for as well. Also this is just training days after the training days you are on your own as far as filling out time sheets go. So i guess if you are a dishonest person you could reach that bullshit number at the end. The simple fact is waste occurs but "stealing" some $20 on a training day is not an issue and if you think it is die in a fire.

Yeah 4 days of training the 2 days you go into the field so on 2 days of training they left 1 hour early, time that was supposed to be used for travel and homework watch the other video where they say the time is supposed to used for homework. So they let you out early to go home and study.
Also its training so its a flat rate you get paid xx.xx no matter what like ALL JOBS.

This is why government jobs do not work. The crew leader,instructors,payroll supervisor, and regional supervisor are all getting paid with tax dollars. They are not physically losing money for overpaying workers, therefore they do not care. It is visible at all levels of this government agency and as one can conclude many other government sanctioned organizations are probably just as corrupt. The private sector is the only place where there is motivation to work, to ecxcel, and ultimatley grow.

They would bid slightly less than what it would ost the government, only difference is the workers would get $7.50 an hour and the executives would make millions, as opposed to the extra scraps getting distributed more evenly among rank and file. Also the company or companies would have incentive to get it done in terms of quantity not quality, the faster it's done and more rushed, the bigger the profit. Just like on the oil rig where safety was second to profit

In essence, they are stealing tax payers money for work they did not do. And who says they would get paid 7.50 an hour? If this were a private sector job in a free market, pay would be based on demand for the job, educational requirements, etc. Basically pay would set itself not what the governement thinks the job is worth.

How would you keep the census government and make no possibility for anyone to get an extra nickle? Erect buildings with time clocks for once a decade use? Have supervisors shadow all workers? those would cost magnitudes more. REALITY- Not said by OKEEFE? The census tracks hours claimed by work complete, if productivity is too low they know its questionable.

@Nickdude65 Your right in principle, but nickle and diming census workers isn't the most efficient way to reduce waste, sure it goes on, and sure it's wrong, but there's a million other things that are wrong. Billion dollar tax breaks to foreign oil companies are a more heinous sin. The census tracks hours worked by completed work, there are productivity goals like in the private sector, Okeefe didn't mention that. We cant claim hours without the work to justify.thats as good as it will ever get

In the field you might have a person who works extra hard and gets 10 hours of work done in 7, but claims 10 anyway and I agree we should have the FBI out investigating, tacking cell phone pings to see where they were, or GPS all census workers with microchips...really... This was not what happened in our training class, we wrote down what we worked, we're not all out to rip off uncle sam, just trying to feed our families.

For all those who say this is not important. Stealing billions from Americans who are working and paying people undeserved money simply for the White House to make the unemployment numbers look better is frightening. Today they government will say we have created 500k+ jobs and high fives all around. They will not tell you 400k+ of these jobs are census temporary workers not even working. It is all a ruse to pretend we are not in a Depression. Look around.

You clearly don't recognize that census workers are paid for time and not at piece work rates. What quota is present is expected to be worked for a duration of time. If personal quotas are met early then the idea is to work thru the duration of time, not quit and claim pay for time not worked.
