see the description, there is a code as said called Ultimate Cancel that allows you to cancel all ending lag of all attacks by pressing another button. The TAS of this is pushing this to its limits.

No, the code is impossible to do in the normal game as it is a gameshark cheat. What is being shown by TAS is a maximmum abuse of the code (as in perfected cancelled moves).

All of the non-ultimate cancel videos on his profile are possible in game but extremely difficult. Look up Super Smash Bros 64: ULTIMATE CANCEL on his profile for more info.
