Legria is European PAL
Vixia is US. NTSC

Sure but not as good as night mode. HFS11 is a new standard great prosumer camera.

September 2009. It's listed now on Canon's site.
The new stabilization mode though I think is bigger improvement. The low-light / night scene mode settings you still can also achieve with older models. Alternative is cinemode 30p or 24p to capture more detail.
