If funding the study of bear DNA, put up a bill for that purpose and have congress vote yea or nay. I'd like to see someone ask McCain to explain exactly why the bear DNA was studied. You see, we have these little ol' laws called the Endangered Species Act and the National Forest Management Act that we have to follow. And the money went to the USGS; the only reason the money was contained in an earmark is because the agency's general funding has been flat over the shrub years. And it was close to $5 billion, not just three.
