With the economy as it is, college fees being what they are, and the fact that all of the presidents for the last twenty years or so have been men from wealthy families, I'd say no. Reagan made his own fortune. I don't like Bill Clinton, but he started out as a "hick" in Arkansas. They didn't come from wealthy families. Really, only Bush the Younger actually came from a wealthy family in the past 30 years. Reagan and H.W. Bush worked for their money in the private sector.
