Actually most countries with nuclear weapons have a "no first use" policy. The only exceptions being Israel and Russia

I read not so long ago that the only countries which DID have an official policy of second strike only were India and China... Could be wrong! :-)

For those who don't get the point: China's nuclear strategy is defensive, so they want to show the ability of surviving and counter-attack under a nuclear invasion. That's why they exercised military drill right after the nuclear test.

It's not such a ridiculous, using hirses after a nuclear detonation. If there were follow up blasts, horses couldn't be rendered useless by EMP.
