There isn't really a who is good or bad becasue they all share the same fighting styke and have the same amount of speed . To be honest, there all very good fighters. But if i really had to choose out of all them, it would be Chris Casammasa who played Scorpean in the first film.

And Scorpion just runs, because Sub Zero wasn´t man enough to die in honour and Lui Kang helps him.

Because of that, his soul traveled to the Netherrealm when he was killed by Scorpion and he became Noob Saibot. The Sub-Zero here and all appearances of him in MK2 and beyond is the younger brother of the previous one. The younger brother was always good. He even reformatted the Lin Kuei as a force of good.
