Only per capita means anything. This is because people pay taxes to the federal government. The 'earmarks' are a rebate for the taxes paid per person. Thus, Alaska residents were paid 16.5 times what taxpayers in Illinois were paid. Very simple.

Earmarks do have legitimate purposes sometimes. So we shouldn't lump them all together. But they may be abused. Earmarks are a part of an allocation debate. Should civil servants allocate, or elected officials? If elected officials use earmarks solely to get themselves elected, then they are abused.

Of course Alaskans get far more PER PESON than any other state, it's a huge state (with very few people), that requires large infrastructure support due to its size. Your video is very disappointing. Show me totals, and the projects the money was used for, thats what I want to know. Your tactics only push intelligent voters away.
