Kenya needs to support the local tribes in Kismayu in establishing a regional administration like Puntland and Somaliland as a defence against terrorism. Al-Shabaab is growing because they get taxes from the port of kismayu and they get arms and fighters shipped through the port. Helping the Darod tribes take back their city would be a fatal blow against Al-shabaab and terrorists in the region and would stop the flow of arms and refugees into Kenya. Refugees in kenya are 90% from Kismayu area.
