a horse pulling a chariot isn't going to willingly charge into an enemy phalanx.
chariots were used mainly as mobile archer platforms to harass enemy lines.

The Hittites fled the battlefield so yes they technically lost the battle but it was a draw and the Hittites kept Kadesh.
They would later succomb to the Sea People whereas the Egyptians fended them off.
