They are in zoos due to the fact that they would not survive in the wild and they were still young enough to the point where they would not know what the wild is . That bear isn't charging, he's exhibiting classic signs of stress. Locked up in a tiny compound, he'll known every inch of that place and be so sick of it. You see animals swaying from side to side in Zoo's, mainly elephants, big cats and bears - another sign of extreme stress.
