Kosovo isn't a part of Serbia anymore. Serbia wasn't found guilty of genocide by UN's highest court. However, it said that they didn't do enough to stop it. The ones guilty of genocide were the Republika Srpska, the Serb entity and its institutions within Bosnia. Anyway, Kosovo isn't a good example for you to bring up since the relation between Kosovo Muslims and the Serbian government hasn't been the best throughout the years.
