Haha, that's funny. I think I know how it was made... Watch the people and pretend that their mouths are moving. You can imagine it, right?

I think the author took clips of the people talking and edited their mouths so that they weren't moving. The people still look at each other, glance at their papers, etc, but their mouths are still and there is no audio.

And then of course the ticker at the bottom is a piece of cake to fake. :)
