The citizen that doesn't have the wherewithall to obain a photo ID in this society can't possibly have the mental equipment to understand the complexities of the country well enough to vote responsibly. It's a very low hurdle that will eliminate a large degree of voter fraud.

We have to offer an ID for everything else. It is just common sense to verify the qualifications of the voters but requiring proof of citizenship and address. Duh!
