I think you have to activate the holotape first, then the items appear. It was the same with some quests in F3, where the items only morph in once you started the quest.

@BabyJebus666 well there are only a hand full of places you can get power cells after you get the tesla coil you go throgh the door and there should be 32 power cells,also in mothership zeta theres maybe 100,also in the enclave mobile walker in the armory,ummm on this huge crashed crater near jury street metro theres 50 maybe,and thats pretty much it i think.but the funny thing is if you go around killing raiders or super mutants you will find the gun on them so dont give up on finding it

I was so lucky, Firelance and the ammo landed right outside of Arlington library for me just as I was going there for the main quest there ;)

But then you find the Alien Blaster somewhere later, I think in Broken Steel addon, and its even more powerful than Firelance, 100 damage.

Go to The Homestead Hotel (Room 1D) and access the terminal in the room and .......
