It's not about chess, it's about the meaning of the phrase, thinking for a long time and when you are running low on time you often make a stupid move that is often not well thought out. They relate this to the world and world governments not to chess, even though Kotov himself was a chess player.

I've always wondered what "Kotov Syndrome" is.
Its a reference to a chess grand master named Alexander Kotov. In one of his books, he described a situation when you sit and think for a long time thinking about how to proceed, but don't find a clear path. As a result, the lack of time sometimes forces you to make a mistake, or blunder.
I can see it in this song too. Good shit to RA.

@grid117 its about kotov syndrome, which is if you cant make a move, or cant think of a move you could make, you make a quick, not well thought over move. the song is a metaphor for many situations like that that happen in real life.

@grid117 The phrase "Khotov Syndrome" originated in chess, but can be applied to any situation where someone spends a very long time thinking about possible outcomes for a given situation, and then when pushed for time ignores all said options and makes a very poor, hasty decision. Which applies rather neatly to the song.

@grid117 it means when someone thinks about doing somthing for a long time, and then when they cannot come up with an answer, makes a blundering mistake. its makes more sense when put that way :)

It's out of sync at the start, something happened with sony vegas. it's fine at the first chorus to the end though.
