Persistant Contrails are just Contrails that are in slower moving air, so they disipate more slowly (evaporation isn't really the key issue).

@truestyleoutlaw show me a video of a persistant contrail that lasts for 4 hours and we'll talk. Such long lasting contrails do exist but are rare. They are usually caused by particular rare meterological systems.
