Punishments' goal is to "rehabilitate" criminals (so the Constitution says), that's why you can't even think of starting a public debate about life imprisonment without being called a retrograd. that's why a minor can commit any kind of crime (including rape and murder) and get out after just a couple of years in an "educational" institution.
