Maybe you could in just the right conditions and with a lot of skill, but it would be really dangerous. You'd need strong headwind and clear laminar flow of air. Generally roofs create a lot of turbulence because of the sharp edges, so the wing doesn't fly properly and you faceplant hard to the ground.
If you're interested in flying, you could look into hang gliding as a way to do it safely.

yep...With kitesurfing-hooking your chicken loop onto your harness lets you depower the kite by adjusting the angle of attack of the kite. Unhooking from the harness means 100% power all of the time.
