I thought the sand was being raked to pick up rubbish left by those lucky enough to have time to lounge about on the beach all day rather than walking the few yards to the bins. It certainly seems cleaner after, but perhaps it's just burying the rubbish? I'm more concerned about educating people/teenagers to put their beer bottles in the bins rather than smashing them on the beach/paths for dogs/tots to walk on. However, I only live here - my opinion doesn't count.
They have people walking along the beach every morning in summer picking the rubbish up, the rake just makes it look flat and I have seen it smash bottles as they just drive over them.
You are right your opinion doesn't matter in the least to this council by try telling them you are on holiday when you phone up to complain.
As for putting rubbish in bins have you tried the Pugh method? of telling them to - "Put your F**king rubbish in the bin" Its done wonders for his career prospects :)

how come when i walk down the beach then its covered in litter and after its been raked it looks clean? is it working to get rid of litter or is somthing else at work i.e. they just cover it up? if this is so isnt this more damageing?
They employ contractors during the summer months to manually collect rubbish from the beaches every morning, yet in the winter months its just left on the beaches as although it is still the councils responsibility to remove it, they don't do so as there are no holiday makers on the beach (which is all they care about when spending your council tax)
The rake doesn't pick anything up, it is a pointless waste of money and energy and is purely cosmetic.
The sand is RAKED to remove things like syringes left by junkys and removes broken glass from drunks and it finds lost property, its not just cosmetic.
The rakes can be set to pick up rubbish if the sand is pure but if that was done so here would pick up all the stones as the beach atRyde is half sand and half stones.
Besides which if it was picking stuff up it would have to be constantly emptied and I have never once seen it emptied, ever.
As for syringes that's a good point and a very good reason to not walk bare foot, or lay on the sand, or let kids play in it etc. etc.
