Because she was good BEFORE. It's just that she's out of practice after moving out of the city, which is why her singing ability has deteriorated. Singing has to be practiced constantly to be any good (real-life voice teachers will tell you the same thing).

no its the blue heart event her heart was just red when the event was triggered and there is no red heart event it only goes to orange

The player has just gotten her up to a red heart, but the event can't be triggered untill she has AT LEAST a blue heart., but if you've raised the heart level beyond that, it won't affect anything.
