Brick, rock, and sand, are poor thermal conductors, although proper insulation would be better.

Cogeneration and centralized production are efficient enough to offset the losses over local generation.

it is not better just different. Instead of Using Electricity or Gas, steam is used approximately 330F up to 800F depending on application. it is than transfered or directly fed in a heat bundle for hot water heating etc.

Also, I could see how steam would be created in a powerplant, as it's the byproduct of the cooling process. What I don't get is why they transfer that steam all across New York, instead of condesating and reusing the water for cooling. I think that would be more water efficient.
