No, it requires only a bit of practice to use markers... the hardest part is to think a good concept car, and I'm sure you suck at it :D

you would use Radial Blur in the filters list to make them look like there spinng, as for the reflection, just copy and past the car then flip it vertically, move it into possition, then change the opacity to something that looks good ;)
