I referee Div. II and III college basketball, some people say this is wrong some don't. Personally, I'd make te call, or if it's a blow out I do what Donaghy did. But in this case with the score tied, and in the last 10 seconds, I'd more then likely make the call instead of stepping onto the floor of play and tapping the player to move.
